Eleksyon 2025: vote-buying and state resource misuse raise observer concerns

The Asian Network for Free Elections (ANFREL) released its interim report on the Philippine midterm eleksyon 2025, highlighting significant issues such as vote-buying and the misuse of state resources, particularly the distribution of “ayuda” or cash assistance.

ANFREL Chairperson Rohana Hettiarachchie described these practices as “disturbing factors” that undermine electoral integrity. He emphasized that vote-buying has become a “public secret,” occurring not only during the campaign period but also before and after elections. The misuse of public resources, including government funds and programs, was also observed throughout the electoral process.

Ayuda Distribution Used for Political Gain

Panelist Khoirunnisa Nur Agustyati added that the delivery of ayuda was frequently used by candidates to reward allies and punish opponents. This, she said, levels the playing field unevenly, as only candidates who have access to government resources can provide incentives that their opponents cannot. Agustyati recommended greater transparency in campaign finance and the enactment of a Freedom of Information law to ensure accountability in the budgeting process.

ANFREL also observed voter apathy in areas with unopposed candidates, attributing this to the entrenchment of political dynasties. Panelist Jake Betram Barker highlighted the need for the Commission on Elections (Comelec) and Congress to consider legislation addressing political dynasties to promote fairer electoral competition.

The organization raised concerns about the secrecy of the ballot, noting that while polling precincts were organized, the management of crowds outside polling centers was inadequate. ANFREL recommended that Comelec increase the number of polling officials to better manage voter flow and ensure the confidentiality of votes.
